His entire joke is based around using that term to fit into different sentences as well as using different plays on words of the term. It's pretty difficult to translate and still keep the joke intact, but I'll try my best.

Seiya is imitating Wakamoto Norio, the legendary VA. The joke is that Seiya is imitating Wakamoto doing the Suberanai Hanashi opening.
